Oil filtering equipment referred to in Regulation 14.2 shall comply with Regulation 14.6. In addition, it shall be provided with alarm arrangements to indicate when this level cannot be maintained. The system shall also be provided with arrangements to ensure that any discharge of oily mixtures is automatically stopped when the oil content of effluent exceeds 15 PPM. During testing of the Oily Water System, PSCO observed the overboard solenoid valve was continuously energized regardless of the effluent PPM. When the PPM was increased above 15 PPM, the recirculating solenoid failed to energize and the overboard solenoid remained energized allowing the effluent above 15 PPM to be discharged.
