THE MINIMUM REQUIRED QUANTITY OF FOAM CONCENTRATE TO PROTECT THE SHIP’S LARGEST PROTECTED SPACE (ENGINE ROOM) IS 916 LITERS. THE SHIP HAS APPROXIMATELY 736 LITERS OF THE MINIMUM REQUIRED CAPACITY. ON 26FEB19, A MONTHLY INSPECTION REQUIRED BY THE SHIP’S SMS MANUAL (FORM SOM-1) WAS CONDUCTED BY THE CREW AND THE ASSOCIATED RECORD SHEET INDICATED THAT THE FOAM SYSTEM WAS “NIL.” THIS INSPECTION INCLUDED VERIFYING THE AMOUNT OF FOAM IN THE SYSTEM. THE FLAG DISPENSATION LETTER (ISSUED ON 06MAR19) WAS REVOKED BY FLAG ADMINISTRATION AFTER THE FLAG STATE INSPECTOR ONBOARD DISCOVERED THAT THE FOAM LEVEL ONBOARD WAS BELOW THE MINIMUM LEVEL REQUIRED.Mar 08, 19Yes
